Louisiana headline: The utility rebates here are strong. SWEPCO in the northwest pays up to $3,500 for a high-efficiency heat pump (plus $1,150 for a heat pump water heater). Entergy offers heat pump rebates and free upgrades for income-qualified customers. The state HEAR rebate is rolling out in phases and not yet open to all homeowners. The federal 25C credit expired after December 31, 2025.
The state rebate: rolling out in phases
Louisiana has federal money for home energy rebates (HEAR and HOMES), run by the Department of Energy and Natural Resources, but it is opening in stages rather than all at once.1
As of 2026, the HEAR rebate is active only for mobile homes and affordable multifamily housing, not yet for standard single-family homeowners. The wider launch is expected later.1
What this means for you: if you own a single-family home, the big state rebate is not open to you yet, so lean on the utility rebates below. If you live in a mobile home, you may already qualify, so check denr.louisiana.gov.

What is live now: utility rebates
The good news is that Louisiana utilities pay real money today.
SWEPCO (northwest Louisiana)
SWEPCO serves the Shreveport area and northwest Louisiana, and it has one of the strongest heat pump rebates in the state.2

The top $3,500 requires the highest efficiency tier, so confirm the equipment rating with SWEPCO before you buy.
Entergy Louisiana
Entergy serves most of the state, including Baton Rouge and the south, with Entergy New Orleans covering the city. Entergy Louisiana offers heat pump rebates through its Entergy Solutions program.3 Confirm the current amount for your equipment.
Cleco
Cleco serves central Louisiana and runs the PowerWise residential rebate program, which includes heating and cooling measures.4 Confirm current offerings at cleco.com.
The senior and income path: Entergy free weatherization
For a low-income Entergy customer, this is the one to ask about. Entergy Solutions offers Income-Qualified Weatherization, providing free energy efficiency upgrades.3
Who qualifies: Entergy residential customers at or below 200% of the Federal Poverty Level. In 2026 that is roughly $31,000 for a single person and $42,000 for a couple, so many seniors on Social Security qualify. The upgrades, such as sealing and insulation, cut heating and cooling costs and lower the size of any heat pump you install later.
Income limits for the state rebate (when it fully opens)
When HEAR opens to all homeowners, eligibility will cap at 150% of Area Median Income (AMI), measured at the parish level using HUD data.7 Below 80% AMI gets the highest tier (up to $8,000); 80 to 150% AMI gets 50% of project cost.

For a senior household on Social Security only, eligibility is usually clean in any Louisiana parish.
Federal layer (2026)
The federal 25C Energy Efficient Home Improvement Credit, which paid up to $2,000 for a heat pump in prior years, expired for installs after December 31, 2025.5
What remains in 2026:
- 25D Residential Clean Energy Credit: 30% of solar cost through 2034. Applies if you pair the heat pump with solar.6
- 25C on insulation, panel upgrades, and audits: still active at smaller caps. Heat pumps are excluded.

Scenario A: Shreveport retired couple, SWEPCO customer
- SWEPCO high-efficiency heat pump rebate: up to $3,500
- Live today: up to $3,500. On a $14,000 install, out-of-pocket can drop toward $10,500 before any other help.
Scenario B: Baton Rouge household, Entergy customer, income at 180% of poverty level
- Entergy Income-Qualified Weatherization: free sealing and insulation
- Entergy Solutions heat pump rebate: confirm current amount
- Live today: free weatherization plus a heat pump rebate. Add the state rebate later once single-family HEAR opens.
Scenario C: New Orleans mobile-home resident, income-eligible
- State HEAR (mobile homes, already active): potentially up to $8,000
- Live today: you may already qualify for the state rebate. Check denr.louisiana.gov.
Verify your contractor first
A rebate is only as good as the contractor who installs the equipment. Louisiana licenses contractors through the State Licensing Board for Contractors, and utility rebates usually require an enrolled contractor.
Red flags to reject:
- Door-to-door pitches. Legitimate contractors do not cold-call.
- A guaranteed state rebate before you apply. Single-family HEAR is not open yet.
- No Louisiana license number on the quote.
- R-410A equipment for a 2026 install. That refrigerant no longer qualifies under the EPA rule.8
