South Dakota headline: South Dakota is one of only two states that opted out of the federal rebate money, so there is no state heat pump rebate. Your utility is everything, and it ranges from $0 (NorthWestern) to $4,000 or more (Otter Tail Power). The federal 25C credit expired after December 31, 2025.
South Dakota has no state rebate, so your utility decides
Most of our state guides point you to a state rebate that is coming. South Dakota is one of two exceptions. Along with Idaho, it declined the federal Home Energy Rebate money, turning down more than $70 million.1 So there is no state HEAR or HOMES rebate here, and there will not be.
That makes your electric utility the whole story, and in South Dakota the amount swings more than almost anywhere: from nothing to several thousand dollars.

Your utility is everything
Check your electric bill before you do anything else, because the gap between utilities is huge.

Otter Tail Power has the strongest heat pump rebate in the state.3 Black Hills Energy and Xcel Energy run their own residential rebate programs in their territories.2 NorthWestern Energy offers no heat pump rebate. Rural areas are often served by cooperatives with their own programs.
The one thing to do first: confirm who your utility is and what it pays, before you shop for equipment. In most states this is a minor detail. In South Dakota it can be the difference between a $4,000 rebate and nothing.
The senior and income path: Weatherization
For a low-income South Dakota senior, this is the live option, and it survived the state’s decision to decline the rebate money because it is funded separately.
The South Dakota Weatherization Assistance Program provides income-qualified households free energy improvements such as insulation and air sealing, identified by a home energy audit, through local Community Action agencies.4
Why it matters more in South Dakota: because there is no state rebate to stack, the free audit and sealing from Weatherization are the main way a low-income senior cuts heating costs in a cold state and right-sizes a future heat pump. Apply through your local Community Action agency.
Federal layer (2026)
The federal 25C Energy Efficient Home Improvement Credit, which paid up to $2,000 for a heat pump in prior years, expired for installs after December 31, 2025.5
What remains in 2026:
- 25D Residential Clean Energy Credit: 30% of solar cost through 2034. Applies if you pair the heat pump with solar.6
- 25C on insulation, panel upgrades, and audits: still active at smaller caps. Heat pumps are excluded.

Senior scenarios
Scenario A: Northeast SD retired couple, Otter Tail Power
- Otter Tail Power heat pump rebate: $4,000 or more
- Live today: $4,000-plus, the best deal in the state. Buy a cold-climate rated model for the winters.
Scenario B: Rapid City household, Black Hills Energy
- Black Hills Energy residential rebate: confirm current amount
- Live today: your Black Hills rebate. There is no state rebate to add, so budget for the balance.
Scenario C: NorthWestern Energy customer
- NorthWestern Energy heat pump rebate: none
- Weatherization (if income-qualified): free audit, sealing, insulation
- Live today: nothing from the utility for the heat pump, so lean on Weatherization and plan for out-of-pocket cost.
Verify your contractor first
A rebate is only as good as the contractor who installs the equipment. South Dakota licenses many trades locally rather than statewide, and utility rebates may require a participating contractor.
Red flags to reject, and one is specific to South Dakota:
- A promised big state or federal rebate. South Dakota has no state rebate and the federal credit expired, so this is a warning sign.
- Door-to-door pitches. Legitimate contractors do not cold-call.
- No local license or business address on the quote.
- R-410A equipment for a 2026 install. That refrigerant no longer qualifies under the EPA rule.7
