Utah has a strong live utility rebate
Unlike states still waiting on every program, Utah has a solid rebate you can claim today through Rocky Mountain Power, the utility for most of the state. Its Wattsmart program pays up to $2,000 for a qualifying heat pump.1
Rocky Mountain Power updated Wattsmart on February 27, 2026, with new heat pump and weatherization offerings, so confirm the current amounts before you buy.1

How Wattsmart works
The rules are straightforward, but there is a deadline.1

Apply through the Wattsmart portal after the install. Miss the 90-day window and you forfeit the rebate, so put it on your calendar the day work finishes.
Dual-fuel stacking: reaching $3,500 or more
Here is the Utah trick worth knowing. A dual-fuel system pairs an electric heat pump with a gas furnace that kicks in on the coldest days. That single install can earn three rebates.2
- Rocky Mountain Power Wattsmart rebate (electric side)
- Dominion Energy ThermWise rebate (gas side)
- Manufacturer instant rebate (such as Trane)
Together these can reach $3,500 or more, depending on equipment.2
Ask your contractor to itemize each rebate on the quote so you can see the full picture, not a single blended number.
The state rebate: approved, not open
Utah’s Office of Energy Development was approved for about $101 million in federal Home Energy Rebate money (HEAR and HOMES), but the program is not currently available due to federal funding uncertainty. The state still hopes to launch it.3
When it opens, HEAR will pay up to $8,000 for a heat pump and up to $14,000 per household for income-qualified homes. Watch energy.utah.gov for the launch.
The senior and income path: Weatherization
For a low-income Utah senior, this is the live option today. The Utah Weatherization Assistance Program provides free, cost-effective energy improvements identified through a home inspection and energy audit.4
Why it helps even without a heat pump: the free audit and the sealing and insulation it funds cut how much heating and cooling your home needs, which lowers your bills now and shrinks the size and cost of any heat pump you install later. When the state HEAR rebate opens, it will add an income-qualified path to the heat pump itself.
Income limits for the state rebate (when it opens)
HEAR uses Area Median Income (AMI) at the county level.7 Below 80% AMI gets the highest tier (up to $8,000); 80 to 150% AMI gets 50% of project cost.

For a senior household on Social Security only, eligibility is usually clean in any Utah county.
Federal layer (2026)
The federal 25C Energy Efficient Home Improvement Credit, which paid up to $2,000 for a heat pump in prior years, expired for installs after December 31, 2025.5
What remains in 2026:
- 25D Residential Clean Energy Credit: 30% of solar cost through 2034. Applies if you pair the heat pump with solar.6
- 25C on insulation, panel upgrades, and audits: still active at smaller caps. Heat pumps are excluded.

Senior stack scenarios
Scenario A: Salt Lake City retired couple, Rocky Mountain Power, dual-fuel install
- Wattsmart heat pump rebate: up to $2,000
- Dominion ThermWise rebate: added on the gas side
- Manufacturer instant rebate: added at purchase
- Live today: $3,500 or more. On a $15,000 install, out-of-pocket can drop toward $11,500 before the state rebate.
Scenario B: Provo household, Rocky Mountain Power, straight heat pump
- Wattsmart heat pump rebate: up to $2,000
- Live today: up to $2,000. Add the state HEAR later if income-eligible when it opens.
Scenario C: Low-income St. George senior
- Utah Weatherization Assistance: free audit, sealing, insulation
- Live today: free efficiency work now, plus a clear path to the $8,000 HEAR rebate once it opens.
Verify your contractor first
A rebate is only as good as the contractor who installs the equipment. Utah licenses contractors through the Division of Professional Licensing, and Wattsmart requires a participating contractor.
Red flags to reject:
- Door-to-door pitches. Legitimate contractors do not cold-call.
- A “guaranteed” state rebate. The HEAR program is not open, so nobody can guarantee it.
- No Utah license number on the quote.
- R-410A equipment for a 2026 install. That refrigerant no longer qualifies under the EPA rule.8
