West Virginia headline: The state rebate matters most here, because utility rebates are thin. Appalachian Power pays just $300 for a ductless mini-split, and Mon Power and Potomac Edison offer nothing. But the state HEAR rebate, up to $8,000 for a heat pump (and up to $14,000 total for low-income), is in a pilot phase and close to launch. The federal 25C credit expired after December 31, 2025.
In West Virginia, the state rebate is the real prize
Most of our state guides tell you to lean on your utility rebate while the state one gets ready. West Virginia flips that. Here the utility rebates are small or missing, so the coming state rebate is what to watch.
The West Virginia Office of Energy received federal approval in January 2025 for about $88.2 million in Home Energy Rebate funding, and consumer applications may be in a pilot phase as of 2026.1 That puts West Virginia further along than many states.

Utility rebates: small, and often zero
Check your utility, but set your expectations low.

Appalachian Power’s $300 rebate through TakeCharge WV applies only to a qualifying ENERGY STAR ductless mini-split.2 The FirstEnergy utilities, Mon Power and Potomac Edison, do not offer a residential heat pump rebate at all. So for much of the state, your utility is not the answer.
The state rebate: close, and worth waiting for
When the HEAR program fully opens, the amounts dwarf the utility rebate.1

The senior and income path: Weatherization
For a low-income West Virginia senior, this is the live option today. The West Virginia Weatherization Assistance Program provides income-qualified households free energy improvements such as insulation and air sealing, identified by a home energy audit, through local Community Action agencies.3
Why it helps: the free audit and sealing cut how much heating and cooling your home needs, lowering your bills now, and they shrink the size of any heat pump you install later. When the state HEAR rebate opens, a low-income household can add up to $14,000 toward electrification, including up to $8,000 for the heat pump itself.
Income limits for the state rebate
HEAR uses Area Median Income (AMI) at the county level.6 Below 80% AMI is low-income and gets the highest amounts; 80 to 150% AMI gets up to $7,000.

For a senior household on Social Security only, eligibility is usually clean in any West Virginia county.
Federal layer (2026)
The federal 25C Energy Efficient Home Improvement Credit, which paid up to $2,000 for a heat pump in prior years, expired for installs after December 31, 2025.4
What remains in 2026:
- 25D Residential Clean Energy Credit: 30% of solar cost through 2034. Applies if you pair the heat pump with solar.5
- 25C on insulation, panel upgrades, and audits: still active at smaller caps. Heat pumps are excluded.

Scenario A: Charleston retired couple, Appalachian Power, income-qualified
- Appalachian Power mini-split rebate: up to $300
- State HEAR (when it opens, low-income): up to $8,000 for the heat pump
- Best move: watch energywv.org and time the install for the HEAR launch. The $300 utility rebate is small next to the state rebate.
Scenario B: Morgantown household, Mon Power
- Mon Power heat pump rebate: none
- Live today: nothing from the utility. The state HEAR rebate is your path, so watch for its launch.
Scenario C: Low-income Huntington senior
- West Virginia Weatherization Assistance: free audit, sealing, insulation
- State HEAR (once open, low-income): up to $14,000 total
- Live today: free efficiency work, with a large state rebate close behind for the heat pump.
Verify your contractor first
A rebate is only as good as the contractor who installs the equipment. West Virginia licenses contractors through the Division of Labor, and rebate programs usually require a participating contractor.
Red flags to reject, and one fits West Virginia’s timing:
- A guaranteed state rebate amount today. The HEAR program is still in pilot, so nobody can promise it.
- Door-to-door pitches. Legitimate contractors do not cold-call.
- No West Virginia contractor license number on the quote.
- R-410A equipment for a 2026 install. That refrigerant no longer qualifies under the EPA rule.7
